The Shelter System in Lowell

Community Teamwork Inc.'s (CTI) Housing and Community Development provides housing and community services to low- and moderate-income families and individuals in 42 cities and towns in the Merrimack Valley and along the North Shore, including Northern Middlesex County and most of Essex County. CTI is a regional nonprofit housing agency offering a wide range of rental assistance programs, elderly housing services, first-time home-buyers' program, housing advocacy and two homeless family shelters.

CTI's Section 8 housing programs are operated with federal funds under contract with the Massachusetts Department of Housing and Community Development. In addition, CTI has a 60-unit Elderly and Handicapped Housing Development in Methuen.
CTI's family shelters are principally funded by contracts with the Massachusetts Department of Transitional Assistance, supplemented by Emergency Shelter grants from the City of Lowell. The homeownership and homelessness-prevention programs are funded from a variety of sources, including private donations, which are essential to offset the cost of services to clients. CTI is a member of the Massachusetts Non-Profit Housing Association, a statewide network of regional housing agencies.
